The aim of the CURACAO project (Coordination of Urban Road-User Charging Organisational Issues) was to support the implementation of urban road user charging as a demand management tool in urban areas. The project worked with a user group of 20 cities interested in pursuing road user charging to identify potential barriers and to provide evidence of ways to overcome those barriers. Experiences and achievements were shared through the CURACAO newsletter Promoting Progressive Pricing.
Issue 1 introduces the CURACAO project and explores the status of road user charging in European cities; barriers to road pricing; and citizens' perceptions of road user charges.
