A resource-efficient Europe is one of the seven flagship initiatives of the Europe 2020 strategy that aims to deliver smart, sustainable and inclusive growth. The flagship initiative established resource efficiency as the guiding principle for EU policies on energy, transport, climate change, industry, commodities, agriculture, fisheries, biodiversity and regional development.

The objective of the study was to outline how industry has improved its resource efficiency in practice, and what the economic, social and environmental impacts have been.

The study focused on why particular actions aimed at resource efficiency were taken, and on the scope for further actions. Resource efficiency measures were identified through a number of case studies across Europe and the results of their implementation were assessed.

A detailed description of each set of actions was provided, following a set of criteria proposed for their evaluation. An assessment was carried out with the aim of determining the factors (internal/external) that had the greatest influence on the results of public policy implementation and that offer the potential for replication by other installations. In total, 21 detailed European company case studies were compiled under the study.
