3. Monitoring process

The REC’s grants monitoring process consists of:

  • Direct contact — initiated at the Winners Meeting and maintained throughout project implementation.
  • Reporting process:
    • assessing the activities according to the plan (project proposal);
    • checking to what extent the project has achieved the results set, by phase and overall;
    • checking the products and their quality;
    • checking if any changes occurred during the project implementation, and how this change is reflected in the project.
  • Site visits — preferably to see the NGOs in action.
  • Other information — such as feedback from beneficiaries of the project.

4. Assessment of the grants results

The success of each grant is evaluated through an assessment of the project results and methodologies followed. The assessment is based on the indicators set at the beginning of project implementation and agreed upon at the Winners Meeting.

The impact of the project is measured as part of the assessment. The long-term positive and negative effects of the project on the environment, beneficiary countries and target groups are considered. Additionally, the project’s sustainability (i.e. its long-term viability) is evaluated according to the extent to which the beneficiaries can maintain the project results. Finally, the effectiveness of the project outcomes and methods is assessed by comparing the expected results set with the actual achievements and outputs.
