Description of process
NGOs implement the second part of the project according to the project proposal. They integrate all comments and suggestions by the COGM.
The monitoring of the implementation of the second part of the project continues through using the grants monitoring tools and methodologies explained under grants monitoring task.
The COGM is encouraged to visit all the grantees at least once during the grant implementation (see Site visit description). The second part of the project implementation seems to be the best time for conducting the site visit since the NGOs have more results to show and the progress report has already been reviewed by the COGM by this time.
The main purpose of the site visit must be to check whether the NGOs are accomplishing what they promised in the proposal. Additionally the NGOs must be assisted with content or management-related issues that they may have raised during the discussions. Grant management is a learning process for NGOs dealing with the REC for the first time. They can learn and improve their knowledge and management skills only by getting continuous professional feedback from the COGM about their work and their performance. The COGM must also get feedback from the project beneficiaries whenever possible during the site visits. The COGM must prepare a report after each site visit and the main findings should be forwarded to the NGOs. The trip report should contain a short description of the project’s progress, highlighting achievements, problems encountered, changes agreed (if any), names and positions of people met during the site visit and feedback from beneficiaries. The trip report should be filed in the grants file and later included in the final report to the head office or donor.
Project audit
The REC's staff or a private audit firm may monitor project performance at any time to ensure satisfactory performance. In addition, the REC reserves the right to review finances and expenditures at any time during the grant period and up to one year after the project's completion. All receipts must be maintained for at least one year following the project's completion.
