The
networking assistance and training component will seek to:
- strengthen civil society to promote change through
environmental lobbying, working with independent media, public participation,
advocacy and playing a watchdog role for government and industry;
- support the development of environmental networks
that have the potential to develop into efficiently functioning partnerships
that are financially sound and with broadened outlooks on environmental
issues, both nationally and globally; and
- enable actors in civil society to effectively provide
information on the environment and links with other sustainable
development sectors.
Beneficiaries shall be representatives of active civil
society organisation (CSO) networks*, environmental legal advocacy
organisations (as a subset of CSOs), and key environmental CSOs.
Method
Following an inception phase in which assumptions about
the envisaged work programme and targeted activities will be tested, actions
will be tailored, if necessary, and then three separate parallel tracks
of networking* support activities will be undertaken. A regional event
will be hosted to conclude this component with a showcase of achievements
and results, as well as to map future challenges.
Activities
Research phase
The research phase was completed as part of
the initial six-month inception/assessment phase and focussed on assessing
the existing networks* (their forms, viability, and so on) and the capacity
building needs of CSOs, as
well as the extent to which CSOs
make use of available legal tools and advocacy skills. Network* country
reports are now available (Al,
BiH,
Hr,
Kos,
Mk,
Mn,
Srb), while the survey of CSOs has also been completed.
National
capacity building
Responding to the needs outlined in the CSO assessment/research phase,
Master
Class training sessions for 30-40 participants each are planned in
each of the beneficiary territories. The participants will be representatives
of relevant networks* at the national level and of CSOs
who try to influence decision making on various issues related to urban
development and sustainable development. A capacity-building training
package will be developed for these sessions; curricula will focus on
key aspects of enabling environmental action in the urban environment
(lobbying, legal recourse/advocacy, watchdogging, public participation,
and effective communications and public outreach). The training package,
in English and national language versions, will be placed on the REC website.
Network support*
CSO networking will be
supported through two intensive capacity-building events (each two-three
days) for four selected networks* (approximately 25 participants), that
encompass network* viability assessment and trainings.
A group of promising key regional and national
based networks* will be selected against objective criteria for an intensive
capacity-building exercise to work towards reaching sustainability. The
training will focus on supporting network* viability, including: financial
viability, organisational management development, communication tools’
use, and improving network* services.
Conference
A regional CSOs networking*
conference of three to four days will be held in Sarajevo for 50 CSOs
and network* representatives, including a network* “fair”
and up to four parallel network meetings (for thematic networks).
The event will showcase networking* progress, share
results and emerging good practices, as well as review the most critical
obstacles and challenges encountered by CSOs
during their capacity building, efforts towards creating sustainable networks*,
and progress in developing legal advocacy services.

Proceedings summarising recommendations for future action and support
mechanisms as well as evaluating the current situation and identifying
future needs and follow-up actions.
Results
- Promotion of co-operation and dialogue between organisations,
networking*, and exchange of information;
- Partnerships between organisations and activities
undertaken jointly;
- Realisation of alternative working methods, new alliances,
new mechanisms to exchange information and extensive capacity building,
helping to shape opinions and exert influence;
- To an extent, the regionalisation and globalisation
of environmental issues and links to other sectors will be promoted;
- Sub-report on SEE CSO
networks* prepared;
- Five lobbying development workshops delivered during
the course of the programme;
- Advocacy electronic toolkit developed and offered
regionally;
- Eight network* support workshops will be held (one
in each territory);
- Capacity building and seed funding to support potentially
sustainable networks*;
- A regional event with 50 participants will be held
and proceedings published.
*Networks are transnational entities based within
the Western Balkans and active in three or more territories. They represent
an association of officially registered or otherwise clearly identifiable
groups of citizens or other public associations, ranging from local sports
clubs to international NGOs.
