SECTOR Environmetal Civil Society Assessment - Initial phase

One of the first activities was an in-depth assessment of the nature and status of environmental civil society organisations in South Eastern Europe. This survey map the current situation of civil society organisations (CSOs) and their operating environment, and provide in-depth analysis of the challenges and opportunities they face. Secondly, it enables CSOs to be included into a new directory of environmental organisations on the national and regional (SEE) level. The assessment also helps the framework programme in two important ways. First, it gives specific answers and information on the finalisation and implementation of the programme’s component support tools, and second it serves as a baseline from which to measure the programme’s impacts. Information on CSOs (including contact details and fields of activities) are collected and published in the SEE CSO directory published in hardcopy and searchable web versions in English and the associated national versions in the respective official languages. Methodology The survey was done in two stages. An electronic questionnaire was distributed in local languages in all seven involved countries/territories. CSOs were invited to take part in the survey by fulfilling and submitting a questionnaire, which was on-line for downloads in different language versions. Face-to-face interviews were conducted with CSO leaders, legal experts, donors, government representatives and other stakeholders. Questionnaire and interview data were then processed by the REC core expert group and published as an assessment report. Information from mailed questionnaires was also used for the NGO directory. Timeline The survey was conducted from May to November 2006.
