The LOCSEE (Low Carbon South East Europe) project builds the capacities of institutions dealing with climate change and strengthens the involvement of key stakeholders in policy development across the SEE region. Issue 3 of the newsletter introduces the project output Guidelines for the Coordinated Transfer of EU Legislation in the Field of Climate Change, which is now available on the project website. The guidelines provide beneficiary countries of the Instrument for Pre-accession Assistance with a comprehensive overview of legislative acts relevant to the transposition of the climate acquis. The newsletter also reports on the publication by the EC of the Energy Efficiency Communication, aimed at achieving GHG emissions reductions, improving energy security and promoting the transition to a low-carbon economy. Summaries of good practices implemented by project partners and a round-up of project workshops and events can also be found on the regular feature pages.

The LOCSEE project is implemented with the contribution of the REC's Climate Change and Clean Energy Topic Area and is co-funded by the South East Europe Transnational Cooperation Programme.
