International treaties and conventions ratified by governments in Central and Eastern Europe can be used as tools for public pressure for access to information, for influencing decision making and for monitoring progress towards implementation and enforcement. This manual addresses these opportunities and identifies options available to NGOs and the public to utilise international instruments and international forums.
