The Government of the Federal Republic of Yugoslavia signed the REC Charter in June 1996, thereby acknowledging the aims and status of the organisation in Serbia. The REC has been officially present in Serbia since April 1997, while the office in Serbia has been in existence since May 1998. It operates according to the Memorandum of Understanding signed on June 22, 2001 by the REC and the Federal Ministry of Foreign Affairs of the Federal Republic of Yugoslavia (now Serbia).
Since July 2008, REC Serbia has operated on the basis of a cooperation agreement between the Republic of Serbia and the Regional Environmental Center for Central and Eastern Europe, signed by the Government of Serbia and the REC. Under the provisions of the agreement, REC Serbia is a fully fledged international organisation employing 10 permanent members of staff and with a large network of external experts.
