Task Force News
Bulgaria has offered to lead the proposed new task force
whose mandate is currently defined in the draft
decision for the first Meeting
of the Parties, to be held October 21-23, 2002 in Lucca,
Italy. The new Task Force, if established, will draft recommendations
on the use of electronic tools, explore non-electronic mechanisms,
and will cooperate closely with the proposed capacity building
service and clearing house mechanism, to be hosted by the
Secretariat to the Convention.
The Regional Environmental
Center for Central and Eastern Europe meanwhile is
close to finalising draft case studies on the use of electronic
tools received from Poland, the UK, Denmark, the Czech
Republic, Norway, Slovakia, USA and Austria. These good
practices will shortly be made available in the Case
Study Gallery and distributed to task force focal
points before the upcoming Meeting of Parties.
Pan-European eGoverment Initiative
"Pan-European
eGoverment Services for Citizens & Enterprises"
is a conference that will take place in Brussels, September
19-20, 2002. The event, organised by the EC's Interchange
of Data between Administrations will launch the "Portal
of the EU Administration" and will review the Pan-European
eGov Strategy. A preliminary
programme is available. The IDA also hosts the eGovernment
Observatory portal and the upcoming IDA II Programme,
which will offer funding
for the networking of administrations in an enlarged Europe,
including all accession countries.
eEurope 2005 Action Plan
The EC has unveiled its "eEurope 2005 action plan"
an information society for all." The plan comes into
force on January 1, 2003 and will be critical to the reform
and modernisation of economies in the accession countries.
Good progress meanwhile in the implementation of the accession
countries own "eEurope+ action plan" was recently
noted, particularly with regard to eGovernment and education.
More details
on the development of the information society in the
accession countries have recently been released by
Eurostat.
World Summit on the Information Society
A prepatory meeting for the World
Summit on the Information Society (WSIS) took place
July 1-5, 2002 in Geneva. Civil
society groups participated, with environment stakeholders
also present. A presentation on the
use of electronic tools to promote environmental democracy
in the context of the Aarhus Convention was given at
a related event, the UN Information and Communication Technologies
Task Force for the benefit of WSIS. For more information

The e-Parliament Initiative
EarthAction.org,
a global network of citizen groups and legislators, is backing
a new initiative to design an "e-Parliament".
The forum, based mainly on the Internet, will enable the
world's democratically-elected legislators to engage with
citizen movements in a joint search for creative solutions
to global problems. First steps are already underway and
regular updates are available.
