A New Task Force!

Bulgaria's offer to lead the proposed new task force was accepted by the Aarhus Convention's first Meeting of the Parties, October 21-23, 2002 in Lucca, Italy. The new Task Force's mandate is currently defined in the final draft decision (MS Word 110 Kb). Specifically, it will draft recommendations on the use of electronic tools, explore non-electronic mechanisms, and will cooperate closely with the proposed capacity building service and clearing house mechanism, to be hosted by the Secretariat to the Convention.

In an invitation (MS Word, 32 kb) to Aarhus National Focal Points, repeated during the Meeting of Parties, the Bulgarian Ministry of Environment and Waters invited countries “to give…their priorities in electronic information tools on a national, sub-regional and regional level for the next three years, based on the report of the workshop on the use of electronic tools in the implementation of the Aarhus Convention in Arendal, Norway.  It is hoped this will offer a clearer picture as to future actions to be fostered by the Task Force, while a workshop to discuss these priorities is tentatively scheduled for spring 2003.  (Note: a country-by-country assessment conducted by REC in early 2001 is also available).

New Case Studies on E-tools

The Regional Environmental Center for Central and Eastern Europe has finalised twelve new case studies on the use of electronic tools.  These have been completed thanks to the contributions and assistance of Poland, Denmark, the Czech Republic, Norway, Slovakia, United Kingdom, USA and Austria. All good practices are available online in the Case Study Gallery, in hardcopy (as part of the Compendium distributed to Aarhus National Focal Points and Task Force representatives), and in pdf file format.  The REC wishes to acknowledge the support of the Dutch Ministry of Foreign Affairs within the framework of the Regional Environmental Reconstruction Programme (REREP) for South Eastern Europe.

E-tools Demonstration, Lucca, Italy

Organisations involved in supporting the work of the new e-tools Task Force demonstrated the benefits of electronic media through a series of presentations during the Meeting of Parties, October 21-23, 2002.  Among those shown were the following:
