IDENTIFYING NEEDS AND CHALLENGES TO ELECTRONIC TOOLS IMPLEMENTATION
Methodology
In order to facilitate the work of the Task Force, and identify
priority activities for its future work, the Regional Environmental
Center for Central and Eastern Europe invited feedback from
UNECE countries' during February 2001 to priority needs for
Electronic Tools and the respective challenges and obstacles
to their implementation.
Two forms were used in the process. The first
highlighted the main areas of the Convention to which electronic
tools could be applied, and through the use of check boxes,
asked countries to identify priority needs. A second
form invited further detail regarding these needs, highlighting
which technologies were being sought, and what were the main
obstacles to their implementation. A third form was used to
inventory and detail in the form of a case
study, countries' use of electronic tools.
Results
The preliminary results of the survey contributed to the
planning of the Arendal workshop
hosted by the Government of Norway and UNEP-GRID, March 8-9,
2001. They were also presented and are available as a Powerpoint
feature (Ppt, 180 KB).
During March, the results were summarized and are now available
in the form of a survey report entitled: Electronic
Tools to Implement the Aarhus Convention: A "Snapshot"
of Priorities, Challenges and Case Studies in the UNECE Region
(MSWord, 0.4 Mb). The survey report also includes four
annexes (ZIP file, 23Kb).
The survey's Main Findings have been made available
online and can be viewed by following the sub-headings below.
A short series of Recommendations
based on the findings have been prepared by the REC and are
available for commenting and feedback.
