In 1999, the Regional Environmental
Center for Central and Eastern Europe (REC), in cooperation
with the World Resource Institute (WRI), launched its
Climate Change Programme to help the countries of Central
and Eastern Europe (CEE) identify the policies and measures
needed to comply with the commitments and respond to the
opportunities created by the United Nations Framework
Convention on Climate Change and the Kyoto Protocol.
