2000-2001 NGO grants

The scope of this year grants to partner NGOs countries was defined by the project's Advisory Committee at its meeting held in May 2000. The Advisory Committee's recommendations were that:

  • NGOs conduct an assessment of good/best practices in policies and measures in a selected sector to achieve the Climate Convention objectives;
  • NGOs conduct surveys on national institutional capacity for GHG emission monitoring and reporting, trading and JI management.

Six grants were available this year (compared to 5 last year). In addition to the partners from the first phase, NGOs from Hungary, Romania and Slovakia were also invited to apply. Selection criteria included:

  • Quality of the proposal
  • Applicant's lasting interest and long term commitment to work on related issues
  • Compatibility of REC/WRI partnership project and their own NGO objectives and on-going climate related activities
  • Familiarity with discussions and current ideas about good/best practices in policies and measures under UNFCCC

The NGO grants were announced in August 2000. Partners will be developing case studies policies and obstacles to energy efficiency, renewables, CHP, economic instruments, and transport. At a meeting on Aug. 25, 2000, in Szentendre, the partners developed a set of criteria and indicators for assessment of policies and measures and agreed on a timeframe.
