The rising concern among cities is one of quality of life. This is the driving factor for an increasing number of applications devoted to the urban and peri-urban environment. Additionally, the implementation of national and EU environmental legislation,the performance of Master Plans and the enforcing of compliance with regulatory instruments requires environmental information; telematics tools provide a sustainable means to manage this information.
Context and Objectives The projects, which are being undertaken in many geographical regions are investigating and proposing a wide range of objectives and test case studies. Eight projects focus on environmental problems which rise in urban and peri-urban areas. EMMA, EFFECT, ECOSIM, EUROAQ, HEIS MUC, IOZIP, SIMTRAP, and WATERNET focus on telematics applications for monitoring air or water quality, and to reduce emissions in urban areas caused by traffic. Other projects like, REMSSBOT, E-MAIL, TEMSIS, SNIRH, DANIS, DANUBE-AEWS, Croatia-TNMN, JAMS, tackle environmental issues on different geographical scales ranging from regional to national and international levels. A table has been prepared that overviews each project, the main objectives, the users involved, the city/regions involved and the cost.
ECOSIM, EMMA, EFFECT, HEIS MUC, IOZIP, JAMS, SIMTRAP, Croatia - TNMN, Danube AEWS and Waternet are addressing either air quality or water resource monitoring, forecasting and warning systems.
Trans-sector issues in environment and transport a re largely add ressed in the projects EMMA, EFFECT, EUROAQ and SIMTRAP, where integrated traffic management and transport planning is combined with air quality and traffic monitoring data and information.
The provision of information to other administrative bodies and the use of that information are enhanced by three other projects. EMMA identifies sources of air pollution linked with emergency management systems for use by health organisations and the public, WATERNET has investigated sources of water pollution and the provision of information to water drinking companies and trans-national issues are considered by DANUBE- AEWS.
REMSSBOT and E-MAIL have developed advanced system architectures to manipulate information in a more friendly way.
The environmental management systems developed by the projects can be grouped into two cluster according to the applicability of the systems considered.These are urban and regional/national. In both clusters, the projects may be seen to address one of two end user groups: public administration or the general public. The results are summarised in the following table.
