Support to the UNECE Espoo Convention


Title: Training and Implementation Manual for the UN/ECE SEA Protocol

The REC is providing support to the implementation of the UN/ECE SEA Protocol by elaboration of the first outline of the "Training and Implementation Manual for the UN/ECE SEA Protocol".

Title: UNECE SEA Protocol: Informal brainstorming workshop

The REC assisted the MoE of the Czech Republic in organising an informal workshop to assist elaboration of draft elements for the negotiations on the UNECE SEA Protocol.

Title: UNECE SEA Protocol: International Workshop on Public Participation and Health Issues in SEA
Period: November 2000
Donors: Ministry of Environment, Norway; WHO; Ministry of Environment of Italy; Ministry of Environment of the Czech Republic

The workshop aimed to develop ideas and suggestions regarding public participation and health assessment within the SEA Protocol to the Espoo Convention. The workshop was initiated at the 2nd Meeting of Parties of the Aarhus Convention in Cavtat in May 1999. It covered all UNECE countries and was officially hosted by Norway and the Czech Republic. The workshop proceedings have been published and are available in a PDF file Proceedings of International Workshop on Public Participation and Health Aspects in Strategic Environmental Assessment, (147 pages, November, 2001, ISBN 963 8454 99 7).

Title: UNECE SEA Protocol Assistance
Period: 2000-2001
Donors: Ministry of Housing, Physical Planning and the Environment of the Netherlands

The project supported:
a) a comparative study to define principles of effective SEA in CEE countries;
b) “aide memoir” on development of legal frameworks for SEA; and
c) regional workshop to coordinate input by CEE countries to negotiations on the UNECE SEA Protocol.


Title: Application of UNECE Espoo Convention in Central Europe
Period: June 2003
Donors: Ministry of Housing and Physical Planning of the Netherlands

The project aimed to support effective implementation of the Espoo Convention in selected Central European countries. It was implemented through a regional workshop for national focal points for the Espoo Convention from Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Poland, Serbia and Montenegro and Slovakia. Conclusions from the regional workshop and recommendations were passed to the UNECE secretariat to the Espoo Convention. The project was carried out by the REC on behalf of the Ministry of Environment of Poland.
