The project aims to improve transparency and sustainability
of local planning in Russian Federation. This long-term objective
will be achieved through promotion of strategic environmental assessment
(SEA) in local planning. Key project activities are national promotional
campaign for SEA in local planning in Russia; targeted promotion
of SEA in four selected regions; four pilot SEA projects and international
exchanges to facilitate transfer of relevant experience. REC is
the leading party implementing the project in cooperation with the
NGO Ecoline EIA Center from Moscow, the Russian Federation.

The main goal of the project is to improve the
decision-making process and promote institutional development in
the respective EECCA countries, by promoting the implementation
of Strategic Environmental Assessment as a key instrument for integrating
environmental concerns and sustainable development principles into
the development frameworks of the countries. The project focuses
on building capacity to apply and implement SEA.
