A first regional workshop of Sofia EIA Initiative
was jointly organised by the Ministry of Environment of Croatia
and REC. The workshop was attended by 23 officially appointed ministerial
experts from 12 CEE countries who reviewed:
a) applicability of the UNEP EIA Training Manual for CEE and suggested
its customizing for conditions of the CEE countries;
b) capacity development needs for Accreditation of EIA Experts;
c) Social Impact Assessment; and
d) Strategic Environmental Assessment.
The workshop recommended that the Sofia EIA Initiative
focus mainly on emerging practices with SEA application in CEE.
The workshop report has been published as Background
Document No. 18 to the Aarhus Ministerial Conference.

of SEAs in CEE |

The project studied application of Strategic Environmental
Assessment (SEA) in the CEE region. It provided national reports
and regional review of pilot SEA applications in 10 CEE countries.
Three regional workshops were organized to:
a) identify emerging best practices and challenges in SEA in CEE
(Feb 1998);
b) prepare recommendations for the Aarhus Conference on EIA development
in CEE and NIS (May 1998); and
c) discuss SEA application for Regional Development Plans in CEE
(May 1999).
The project resulted in Background
Document No. 17 to the Aarhus Ministerial Conference and in the
publication SEA in Transitional Countries: Emerging Practices.

The workshop discussed and identified the key elements
of effective strategic environmental assessment as perceived by
CEE countries. Workshop
conclusions were provided to all CEE delegations participating
in the negotiations of the Protocol.

Benefits of SEA |

The project produced promotional material for SEA targeted at senior
governmental policy-makers in CEE/EECCA. The material focuses on benefits
of SEA and principles for its sound undertaking as understood by the
Sofia EIA Initiative. The material has been printed in the English
version and Russian version and distributed at the Kiev Ministerial
Conference.
