CONCLUSIONS AND RECOMMENDATIONS

In Greece there exists a legal general framework for provision of environmental information and the question of the cost does not yet constitute a real problem. International conventions, including special clauses on environmental information as well as relevant EU directives, have already been ratified by laws or implemented by joint ministerial decisions. Only one exception exists: this of the Lugano Convention on Civil Liability.

What is mainly lacking is a system of dissemination of environmental information. NGOs do not have the economic possibilities to organize such a system.

On the other hand another important lack comes from the nonexistence of any legal obligation of the administration to consult officially and seriously the citizens and the NGO's on the preparation of any new legislation, regulation or method concerning environmental matters.

We consider that it would be positive to promote and encourage, through international agreements, the possibility to improve the existing framework on the national level.

Experience up to these days proves that the administration's unwillingness on a national level can be, sooner or later, overcome by such agreements.
