4.3 Selecting a Location for a New Organization
Selecting the location for a NREC will prove difficult and politically controversial, particularly a Model Two, Centralized Organization. To facilitate this process, we have formulated the criteria listed below so as to make the selection process as objective as possible for the countries of the CIS and the donor community.
- financial or in-kind contribution from host country government,
- host country government's willingness to facilitate establishing the organization,
- strong demand for the organization from all potential in-country constituents,
- good transportation infrastructure and communication systems,
- favorable not-for-profit laws and financial regulations,
- reasonable costs for operating an office in a particular site,
- acceptance by other countries of the CIS.
If Model One or Three is selected, the REC-Budapest experience proves enlightening. In 1990 REC-Budapest served six countries and in 1995 it serves thirteen countries. Expansion should be done in phases and contingent on the NREC's capacity, the demand and funding.
