A general framework and detailed TOR for the NGO Needs Analysis substudy have been prepared by the REC-Budapest Project Coordinators, and the field work was done by professional sociological teams in each country. The national substudy reports provide retrospective as well as prospective analysis of the status of environmental NGOs in the respective countries, comments on the data gathered in the course of field work, analysis of related documents and experts' conclusions regarding the needs of the NGO communities.
This large-scale NGO survey represents a pioneering effort in conducting an in-depth and complex analysis of the state of environmental NGOs in the region. Due to the complexity of the task and limited time, the study should be considered a pilot project.
