3.3 Possible In-Country Assistance for a NREC
Authorities in all three republics offered to help find space for a NREC. It is unclear if this offer entails an in-kind contribution. They would also assist the NREC to locate specialists and experts with which it could work. A NREC could expect local authorities to provide information, working premises and, occasionally, equipment. The authorities could also assist with organizational tasks, disseminating information and cosponsoring conferences, seminars and workshops. Direct financial support is unlikely in the near future. Authorities recommend that a NREC should have Supervisory and Program Councils comprised of specialists and members of the environmental movement. They stress that a NREC should not dictate donors terms.
