    (How does environment rank in government policies vs health, social security, employment, education, wealth generation, quality of life? Any approach for integrated planning?)
    1.2 Key actors in environment protection at the national level
    (Who has information on the environment? MPs, government departments., business representatives, science, NGO, media? Who influences policies and who investments? Grouping of actors)
    1.3 Recent changes in environmental priorities
    (Strengthening of info base/ institutions/ human resources vs "traditional pollution abatement; new polluters vs past damage, local vs transboundary, health vs nature conservancy, shifts between media (water, air etc.)? Changes in the approach of priority setting: economic/social considerations appearing)

  2. Environmental policymaking, legislation and the EAP (appr. 5 pp)
    2.1 Environmental policy development
    (What are main documents existing/in progress? their database, comprehensiveness, connections/hierarchy, status, content? Is economic policy influencing env. policy? How?)
    2.2 Non-governmental engagement in policymaking and implementation
    (institutional and ad hoc discussions on draft documents; NGO, business, science participation at national/local level? engagement in monitoring etc.)
