- Briefly describe/define the specific nature of the problem/issue.
- Who are the primary actors/stakeholders involved (local government, national government, business, etc.)?
- What is the official position in relation to the problem?
- When did the problem occur?
- Where did the problem occur?
- Who and what were affected by the problem and to what extent were they affected?
- How did the problem occur? What/who caused of the problem?
- Where did the NGO first get the information about this problem?
- Why did the NGO decide to become involved in this issue?
3. NGO actions in response to the problem
- What actions were taken by the NGO to respond to the problem (legal and/or nonformal)?
- Were international treaties/agreements used by the NGO to address the problem?
- If yes, what treaty? How was it used?
- If no, why not? What are the reasons or obstacles that prevented the NGO from using such methods?
- Has the NGO approached any government agencies or international institutions (the EU, European Parliament, World Bank, etc.) in this case? If yes, whom? How? What was the result?
- Did the NGO cooperate with other NGOs (in your country or in another country) on the problem? Which other NGOs? What was the nature of the cooperation? How was contact first made? Was there a joint strategy or joint action taken by officially involved parties? What was it?
- What financial resources were needed/expended for the NGO activities for the problem?
- Had the NGO been involved in such international activities in the past?
- What could have happened/been done if a NGO did not do anything?
