Outline

Given their transition and integration into the European Union, the countries of Central and Eastern Europe have many opportunities as well as threats to achieve sustainable development. The accession process gave them possibilities to establish institutions and develop legislation that is environmentally sound, promotes participatory decision-making processes, and uses the emerging civil society to promote sustainable development. Furthermore, the economic restructuring they undergo is aimed at creating healthy economies, reducing unsustainable subsidies and decreasing raw material waste. At the same time, the CEE countries are exposed to threats and challenges such as the impact of globalisation on the traditional life style, growing consumerist behaviour, dependence on external markets and social instability. All of these factors need to be considered by governments and NGOs when planning for sustainability.

The ways to approach this for policy makers in government is a contemporary problem. Particularly for those ministries and agencies unfamiliar with environmental and social issues.

The goal of this project is to enhance capacity amongst key senior government officials of six Central and East European Countries: Bulgaria, Croatia, Hungary, Poland, Romania and Slovenia. Attendees will be from those national ministries or regional agencies that are primarily competent for elaboration of sustainable development in policy making, having primary responsibility for policy making in the three pillars of sustainable development: economic growth, social progress and environmental protection.
