Training Seminars For Implementation Of Waste Management Practices

Background
Each of the requirements for waste identification and their correct treatment (monitoring and reporting, licencing of activities, planning and ensuring of investments, implementation of broad economic instruments, and control over  waste-management activities) requires training for their application.

The training is oriented to experts from environmental agencies and municipal administrations that are involved in policy-making, strategies, programmes and waste-management plan development, as well as practitioners from municipal and private companies for waste treatment of Bulgaria, Romania, Serbia and Montenegro and FYR Macedonia.

The training programme was specially developed according to types of waste, goals to be reached, and the means by which they will be reached. Programme development is based on analysis of the existing situation and current legislation.

This proposal aims to ensure the continuation of training, proliferation of advanced practices and exchanges of experience between the countries within the region.

The project is implemented by REC Country Office Bulgaria  

Project Goals
The main goal of the present project is to prepare a sufficient number of experts in all fields of waste management, and successful implementation of the Waste Management Programmes depends upon their expertise and professional attitudes..

Waste-management activities are distributed to the greatest extent among bodies of the Ministry of Environment, municipal administrations and municipal and private companies. For all of them, the project will provide leading experts from interested organisations and make them aware of the implementation of the EU legislation on waste and leading practices of waste management in Italy, Japan and Europe.

Project Objectives
The project objectives include:

  • dissemination of information and skills in Bulgaria, Romania and Serbia and Montenegro and FYR Macedonia;
  • organisation of one regional training seminar for these four countries, and three local seminars for people from Bulgarian municipalities;
  • establishment of a platform for exchanging information and professional contacts between waste-management experts from the region; and
  • promotion of the advanced waste-management practices.

Project Activities
1. Organisation of regional seminars
These seminars will focus on specific themes of waste management: Introduction to Zero Emission Initiative and Overview on Solid Waste Management focused on Japanese Practices; Characteristics of Municipal Solid Waste; Sanitary Landfill Facilities; Composting and Methane Fermentation; Solid Waste Incineration Technologies; Gasification for Residue Minimisation; Planning of Municipal Solid Waste Management with Case Studies; European Directives and Bulgarian National Waste Management Program; Enforcement of New Legislation in Bulgaria through Permits for Waste Management; Implementation of Bulgarian National Waste Management Program; Cases of Local Waste Management Projects.
Special attention will be given to the EU requirements on waste, and on European practices in their implementation and enforcement.
The participants from these four countries have been enabled to give recommendations on which presentations to be included in the next seminars according to the specific needs of different stakeholders: state governmental officials, local experts, operators or NGO representatives. These recommendations were analysed and also taken into account when the seminar agenda will be developed.

2. Organisation of three local seminars
The training connected to the realisation of the Bulgarian National Waste Management Programme is an objective of great importance for the successful fulfilment of the programme. Within a period of less than two years, an act was adopted to arrange the entirely new area of the waste-management legislation; a package of regulations for the enforcement of the act, harmonised with the requirements of European Commission was developed and adopted.
The specific topics of the seminar areas for presentation will be determined among the topics of the regional seminar after discussion with waste management experts from Bulgarian Ministry of Environment based on recommendations from representatives of local stakeholders, operators and NGO.

Project Outcomes

  • Provide training on the enforcement of the newest European and Bulgarian waste management legislation for leading decision-makers, inspectors and operators.
  • Spread information about requirements and leaded waste management practices in planning, organising, operating and inspection of collecting, and environmentally friendly waste treatment methods.
  • Ensure a pool of experts for providing of training on waste-management issues in the region
