Outline
The goal of the project was to support international codification of modern strategic environmental assessment (SEA) systems within the Environment for Europe Process and Rio+10 processes. This goal was achieved through:
- provision of REC input into negotiations of the SEA Protocol to the UN/ECE Espoo Convention;
- support pilot SEA applications in Central and Eastern Europe; and
- promotion of SEA within the Rio+10 process.
The implementation of these objectives was achieved by:
- supporting REC participation in negotiations on the UNECE SEA Protocol;
- elaborating the first outline of the Training and Implementation Manual for the UN/ECE SEA Protocol, welcomed by the UN/ECE Secretariat to the Espoo Convention;
- providing technical and financial assistance for two large-scale SEAs of national programming documents for future use of EU structural funds in CEE;
- supporting the development of international SEA/EIA instruments in other UN regions, and providing input into international lobbying for systematic treatment of SEA issues within the Johannesburg process; and
- disseminating the lessons learned with SEA in CEE on global level.
