ECENA Train the Trainer Programme on Waste Landfill Directive and Waste Incineration Directive

ECENA train the trainer programme on waste landfill directive and waste incineration directive was organized from June 30th to July 2nd, 2008 in Budapest, Pusztazámor and Balatonfüzfo, Hungary. The training for environmental inspectors and permit writers was a third training representing the integral part of the Multi-Annual Work Programme (MAP) of the Environmental Compliance and Enforcement Network for Accession (ECENA) for the period 2007-2010. Ministry of Environment and Water of Hungary and the Central European University (CEU) provided active support and the exchange of knowledge, valuable experiences and lessons learned.

The goal of this training was to provide greater understanding to waste management in EU and the implementation of the main principles of Waste Landfill and Waste Incineration Directives. National waste policies for the realisation of the waste hierarchy and lessons learned from MS/NMS through case studies were discussed, together with the presentation of technical characteristics of landfills and EU strategies to reduce Biodegradable Municipal Waste and best practices. Cost of landfilling of waste and setting the right landfill tariffs were tackled, with the evaluation of cost and benefits of compliance. Self-monitoring and monitoring of a landfill and an incineration had their place on the Agenda followed by permitting and reporting obligations on existing plants. Inspectors from Hungary shared valuable experiences regarding the development and implementation of a program of inspection.

Focusing on practical implementation of waste related directives, three joint inspections on selected installations were organized:

  • Budapest incinerator;
  • Pusztazámor landfill site and;
  • Nitrokémia site in Balatonfûzfõ.
