Environmental Compliance and Enforcement Network for Accession (ECENA)
Fourth Exchange Programme
((October 19-22, 2005, in Cluj, Romania)

 

 

The fourth ECENA exchange programme, funded by the Programme for Community Assistance for Reconstruction, Development and Stabilisation (CARDS), took place between October 19-22, 2005 in Cluj with cooperation from the National Environmental Guard. The exchange programme focused on integrated permitting exchange of experience, exchange of experience with IMPEL members, on-site inspections, prioritization for environmental inspectorates, indicators for efficiency of inspection and quality parameters for benchmarking of environmental inspectorates.

The programme also included site visits to two companies, Sanex and Somes Dej, and discussions concerning IPPC permit conditions with the relevant inspectors. Please see the agenda (230-KByte PDF file) for more information.

Participants included environmental inspectors from ECENA member and observer countries, employees of the regional environmental inspectorate, and industry representatives, as well as experts from Belgium, Denmark, Italy, United Kingdom. These experts gathered to exchange experiences and establish informal networks. Please see the list of participants (191-KByte PDF file). Participants considered the exchange programme a success (see evaluation results as an MS-Excel file).
