Rationale
Activities
REReP Environmental Financing


The Environmental Financing team provides technical assistance in the areas of:

  • strategic environmental investment planning for decision makers;
  • identification and prioritisation of environmental investment projects;
  • providing assistance in response to financial implications of EU directives (targeting investment challenges linked to implementing key-investment-heavy directives);
  • environmental investment project formulation for Ministries of Environment and project proponents;
  • design and improvement of financial mechanisms (environmental funds, economic instruments); and
  • mapping out environmental business opportunities.


Our stakeholders

Our main stakeholders include: Ministries of Environment; other ministries with environmental responsibilities; international financing institutions; and project proponents from industries, municipalities and companies. Our work covers EU member states, EU candidate countries and SEE countries.


Work of the Environmental Financing Team covers four sub-topics:


The Team offers the following services:

1. Preparing performance reviews of environmental funds and other environmental financing instruments

4. Managing the European Network of Environmental Funds and State Aid Agencies
Examples of our work:

  • The REC was given the mandate to act as Secretariat for the Environmental Funds Network in CEE Countries between 1998 and 2003. In March 2004, a meeting was held to discuss the future direction of the Network and, for the first time, with the participation of Western European Funding Agencies. One of the outcomes of the meeting (220-KByte ZIP Archive) was an extension of the Network with Western European State Aid Agencies.

The Team offers the following services:

1. Capacity building activities related to the use of economic instruments, mobilisation of financial resources and increased absorption capacity.

1. Implementing environmental financing activities within the Regional Environmental Reconstruction Programme for South Eastern Europe

2. Assessing the implementation of EU Directives

  • Implementation of WEEE and RoHS Directives in Estonia, Latvia, Lithuania, Poland and Hungary (ongoing)
  • Study on management of waste from electrical and electronic equipment (WEEE) in New EU Member States - (ongoing)

The Team offers the following services:

1. Assessing business opportunities related to the implementation of EU Directives
Examples of our work:

  • Study on Business Opportunities and Application of Technologies and Experiences Gathered in the Field of Waste Management in New EU Member States (Poland and Czech Republic)

2. Assessment of the status of sustainable finance in CEE countries
Examples of our work:

  • UNEP FI Sustainability Management and Reporting Guidelines for Private Banks. Case studies from selected CEE private banks.
