Training workshop - Developing
and Operating EPER/E-PRTR Systems in ECENA member countries The Environmental Compliance and Enforcement Network for Accession (ECENA) held a workshop for environmental inspectors and environmental ministry officials on Developing and Operating EPER and E-PRTR Systems. The workshop was held in Szentendre, Hungary on October 15-16, 2007 and included a site visit to the Hungarian Ministry of Environment and Waters on October 17. The training programme focused on issues regarding legislative, institutional and practical issues for setting up and operating a European Pollutant Emission Register and a European Pollutant Release and Transfer Register (E-PRTR), but also dealt with how to progress from the EPER requirements to E-PRTR, and the implementation of the PRTR Protocol. The main purpose of the event was to build the capacities of participants that have, or will have in the future, tasks associated with integrated pollution register issues, including drafting regulations or policies or developing the registers, and contributing to shaping and implementing operational aspects. The programme alternated presentations, plenary and small working group discussions, allowing issues to be tackled related to development and difficulties, and providing an opportunity to learn from the experience of the European Union and its member states. The participants of the training programme came from environmental enforcement agencies and inspectorates, as well as from the environmental ministries in Albania, Bulgaria, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Romania, and Serbia, including Kosovo (as defined by UN Security Council Resolution 1244) and Turkey.
