Reports on Implementation of IPPC Directive in the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Bosnia and Herzegovina Compiled using the Questionnaire on IPPC Directive adopted with European Commission Decision 1999/391/EC

During the First BERCEN Plenary Meeting held in Budapest on September 9, 2002, it was decided ‘the BERCEN member countries should have a standardized reporting on the preparatory activities for IPPC Directive introduction in order to highlight and address common difficulties. The IPPC Directive questionnaire adopted with European Commission Decision 1999/391/EC should be used for country reporting within BERCEN. This will make possible the gathering of comparable data with AC IMPEL/IMPEL and will streamline the process of transfer of lessons learnt and best practices.’

The ECENA member countries consider this standardized reporting as a powerful tool for measuring the achieved progress, addressing common problems and needs and exchanging experience with IMPEL and AC IMPEL member countries and the European Commission.’

The ECENA member countries that have adopted relevant national IPPC legislation, with assistance of the Regional Environmental Center (REC) as the ECENA Secretariat, drafted the country reports that are summarized in the Summary Report on the Implementation of the IPPC directive in Serbia, FYR Macedonia, Montenegro and Bosnia and Herzegovina. The reports were drafted by relevant national environmental administration for the FYR Macedonia, Montenegro and Serbia, while an additional report was also drafted for Bosnia&Herzegovina that has not transposed the EU IPPC Directive fully, but has a system of issuing a form of integrated permits.
