  Cross Border Municipal Environmental Cooperation: the Drina River Basin

 

The purpose of this project is to foster cooperation amongst the key stakeholders of the Drina river basin from Serbia and Montenegro and Bosnia and Herzegovina to solve a priority local environmental problem. The project has been initiated by the Serbian municipality of Bajina Basta and the Tara National Park, in response to problems caused by the accumulation of solid waste that flows from the River Drina into the Lake Perucac. The REC assists the project initiators to bring together the key stakeholders to jointly identify, design, prepare, and solicit external financing for a solution to the solid waste problem on the lake.

Specifically, the REC assists the project initiators to:

  • Collect information and analyse the problem;
  • Identify and bring together stakeholders;
  • Define a feasible solution to the problem;
  • Facilitate and moderate discussions between the parties;
  • Draft and finalise an agreement;
  • Promote the agreement to possible donors and seek financing for the solution proposed by the stakeholders.

Within the framework of the project the REC has gathered information on waste management practices in the Drina River Basin, scoped the problem of waste accumulating on the lake and organised a forum that gathered all stakeholders (i.e. municipalities, NGOs, ministry representatives, regional environmental agencies, businesses, public enterprises, and others) to discuss the problem of waste and form the basis of an agreement for further action.

The project received financing from the Norwegian Ministry of Foreign Affairs.
