Support to the Acceptance and Implementation of
Multilateral Environmental Agreements in South Eastern Europe

Overview
 

 

The main objective of this project is to promote the applicability of relevant multilateral environmental agreements (MEAs) in South Eastern Europe (SEE). The project promotes the application of MEAs to assist in the solution of priority environmental problems in SEE countries; both regionally and on a country-by country basis. The beneficiary countries are: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Montenegro, Romania, and Serbia (prior to June 2006, Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Romania, and Serbia and Montenegro).

The project's steering committee consists of representatives from the three leading countries (Romania, Bulgaria and Albania), relevant international organisations (UNEP, IUCN), donor representatives and a project manager. The main role of the steering committee is to supervise and guide the implementation of the project. Please see the steering committee members (7-KByte PDF file).

Phase one (1 January 2004 - 30 April 2004)

  • Establishment of the AIMS Network: a Joint Network of Senior Officials and Legal Experts
  • Seven Country Assessments on Acceptance and Implementation of MEAs, posted on the REC website (three of which were separately published in hard copy)
  • Establishment of National Advisory Committees as a forum for stakeholder consultations and prioritization exercises in four countries
  • Targeted regional workshops on the Basel Convention and selected ECE Conventions
  • Eight national/entity level (two for Serbia and Montenegro) capacity building workshops on priority MEAs and MEA issues
  • Regional Report on MEA applicability and implementation in SEE
  • AIMS website (http://www.rec.org/REC/Programs/REReP/AIMS/)

Follow-up Phase
(1 October 2005 – 28 February 2007)

  • Reactivation of AIMS Network
  • 6th AIMS network meeting: Provide an overview of progress and achievement towards the acceptance and implementation of MEAs in the SEE region, encourage linkages between regional initiatives, strengthen the AIMS Network, develop a set of observations, conclusions and recommendations for the future
  • Execution of regional activities on practical implementation, in particular with reference to the use of National Implementation Plans (NIPs) and the UNECE and UNEP Guidelines

Impact of the project

  • Additional ratifications/acceptance of MEAs in SEE countries
  • Improved implementation of MEAs in force through, inter alia, the creation of implementing legislation and progressive policy tools
  • A working regional network as a focal point for international assistance efforts
  • Major reference works assessing MEAs in SEE
  • Setting of MEA priorities by governments
  • Working national/local committees with the participation of domestic experts and stakeholders
  • Funds raised by the Basel Convention secretariat for a new, concrete programme of assistance for SEE
  • The CITES secretariat increased assistance efforts in the region following the successful country workshop in FYR Macedonia

AIMS is acknowledged globally:

AIMS is featured in the UNEP Manual on Compliance with and Enforcement of Multilateral Environmental Agreements (2006) as a positive example of coordinated technical and financial assistance on a regional level

The AIMS Network serves as the regional hub for global efforts to build capacity for the implementation of MEAs, such as UNEP’s “Bridging the Gaps” initiative

AIMS is acknowledged by the Basel and CITES secretariats and the UNECE as a major force in overcoming obstacles towards improved MEA implementation in SEE
