Support to the Acceptance and Implementation of
Multilateral Environmental Agreements in South Eastern Europe

Activities
 

 

The following activities are being implemented as part of the AIMS project:
  • developing a framework for inventory and implementation assessment of multilateral environmental agreements (MEAs);
  • conducting an  inventory and assessment implementation of MEAs in South Eastern Europe;
  • drafting a report to assess MEA needs in South Eastern Europe, with involvement from the Legal Experts Network;
  • facilitating the process for countries/localities to prioritise MEAs according to environmental issues, and to identify necessary resources;
  • examining links between priority environmental issues, as identified by recipient countries from previous assessments;
  • assisting with the formulation of legislative and administrative measures to be taken by recipient countries, including: assistance in drafting; issuing white papers and other reports employing a regional perspective; capacity building through exchanges of information and experience; facilitating contacts with international organisations and institutional arrangements; and responding to requests from recipient countries for specified expertise;
  • developing links with international environmental experts to work with relevant officials to assist with drafting and implementing legislation, and helping to shape policy instruments;
  • establishing national advisory committees involving international and domestic experts and multi-stakeholder participation; and
  • conducting periodic exchanges and seminars relating to relevant issues, and hosting capacity-building workshops on selected topics (such as legislative drafting, implementation and enforcement, and public participation).
  • carrying out research on National Implementation Plans and writing the background paper “The Use of National Implementation Plans in South Eastern Europe”;
  • finalizing, following input and comments from the AIMS Network, a paragraph on the use of NIPs in SEE for inclusion in the Ministerial Declaration of the Environment for Europe ministerial conference;
  • producing a commentary on the practical use of the UNECE and UNEP Guidelines in the SEE region.
