| Forging ahead with
legal reform
The
adoption of environmental laws that meet European standards must be considered
a major
stepping stone towards EU tegration.Environmental issues in South Eastern
Europe catalise
transboundary cooperation and help reduce conflict.In 2003 a team led
by the Regional Environmental Center produced a baseline study on environmental
law drafting needs in the region. Now,two years later,the REC has produced
an update that focuses on tasks that still remain.The
report covers Albania,Bosnia and Herzegovina,Croatia,the former Yugoslav
Republic of Macedonia,
and Serbia and Montenegro (including Kosovo,territory under interim UN
administration).
The report:
- outlines the progress of the approximation of domestic
environmental legislation with the EU aquis;
- makes general regional recommendations for further
legal reforms;
- makes specific recommendations for each country;and
- proposes ways in which the countries can cooperate
to speed up and improve the work.
This report is an outcome of Assistance in Environmental
Law Drafting in South Eastern Europe, a project funded by the European
Commission under the CARDS regional programme in the context of the Regional
Environmental Reconstruction Programme for South Eastern Europe (REReP).
