Second Workshop on Air Sector Investment Projects
Durres, Albania
May 16-17, 2005

Rationale

This workshop was a part of the Priority Environmental Investment Programme's (PEIP) activities in 2005 and a continuation of the Skopje meeting in December 2004. The rationale behind this workshop was to continue work started in 2004 related to increased demand in SEE countries for infrastructure investments in the air sector that are in line with the EU requirements.

Participants

The workshop targeted air-sector experts from ministries of environment (or other relevant bodies), as well as local-level project proponents from SEE countries. The latter represented pilot hot spots, which are sites nominated for continued work by ministries of environment. (These sites are selected from among an initial set of hot spots identified during the firs tPEIP phase.) The workshop was attended by local and international experts, as well as representatives of international financing institutions.

Sessions

The first session covered issues related to PEIP work on pilot hotspots. During this session the assessment of pilot hot spots (together with conclusions of the Infrastructure Steering Group for SEE meeting related to pilot hot spots) were presented, and steps forward were identified.

The second session provided an overview of existing economic instruments in the air sector and spelled out guidelines for their application to investment projects. During this session participants also shared experiences of their countries pertaining to the practical utilisation of economic instruments.

The third session dealt with the provision of some case studies on already implemented investment projects in the air sector. It also touched on issues of using renewable energy resources for tackling air sector pollution.

The fourth session covered the most important aspects of project preparation and sources of finance for air sector investment projects. During this session participants also were briefed on PEIP assistance to SEE countries in compliance with EU directives.

During the working group exercises participants identified constraints for applying PEIP and ISG recommendations to their projects and became familiar with the checklist for evaluating funding applications in the air sector.

The workshop also provided an opportunity for local project proponents and national decision makers at ministerial levels to reveal their expectations and exchange experiences in preparing investment projects.
