3rd Regional Meeting – September 22, 2005 Brussels, Belgium

Regional Meeting for High Officials and Donors Community

The primary objectives of the meeting were to:

  • present the updated list of SEE priority environmental infrastructure investment projects;
  • discuss possibilities of obtaining financing the priority projects from international financing institutions and the donors community;
  • discuss the challenges to implementing investment projects in SEE;
  • discuss the needs for future technical assistance in project preparation and implementation of environmental investment in SEE.

The meeting gathered major stakeholders involved in the region including high officials from SEE countries, the European Commission, international financing institutions, representatives of the donors community and other interested stakeholders.

This meeting was organised back-to-back with the 8th meeting of the Regional Environmental Reconstruction Programme (REReP) Task Force, held on September 23, where the results of the PEIP and conclusions of the PEIP regional meeting were reported.

Outputs

During the second period, comprehensive guidance materials were developed to provide assistance to decision makers on national investment planning, local project proponents for project preparation, and to the donor community for designing financial assistance to the SEE region.

Institutional Strengthening:

  • Regional workshops on environmental investment project development in the air, water and waste sectors;
  • Regional workshops on tariffs and economic instruments needed for development of bankable environmental investment projects;
  • Regional meeting for SEE decision makers and the donor community.

Technical Assistance:

  • Guidebook on options for financing environmental investment projects in SEE and a donor profile to assist project proponents seeking finance;
  • Study on the status of environmental investment planning, which provides an overview for decision makers in the SEE region, and for donors on the process of transposing key investment-heavy EU directives;
  • Extended database of Critical Locations, screened against the requirements of selected key investment-heavy EU directives, provides a regional overview of sites not complying with EU requirements;
  • Formulation of 33 strategies for pilot locations in water, air and waste sectors in line with key investment-heavy EU Directives in order to assist the 33 pilot locations in acquiring donor finance;
  • Study on the use, enforcement and design of tariffs to assist project proponents in developing bankable environmental investment projects;
  • Updated list of priority environmental investment projects, based on PEIP 2003 projects.

The outcomes of the second period are presented in the 2005 Publication.
