
Welcome to the web page of Assistance in Environmental Law Drafting in South Eastern Europe. In recent years, the countries of South Eastern Europe (SEE) have made significant progress in meeting their obligations within the Stabilisation and Association Process (SAP). Considerable efforts have been devoted to upgrading and aligning domestic environmental legislation with the EU environmental acquis.
The goal of the project was to support the process of approximation with EU environmental legislation in SEE countries, and to ensure a regional strategic approach towards the development of environmental law within the context of the SAP.
Project Phase 1 (August 2001 – August 2003)
A number of international and bilateral projects have provided assistance in developing national environmental legislation. Within the framework of national-level assistance, Regional Environmental Reconstruction Programme (REReP) project 1.3, Assistance in Environmental Law Drafting in South Eastern Europe, which was implemented from 2001 to 2003, played a key role in ensuring regional cooperation for the development of environmental law, the transfer of experience within the SEE region, the transfer of lessons learned from old and new member states, and the promotion of a strategic regional approach to the approximation of EU environmental legislation.
Project Phase 2 (September 2003 – January 2006)
Phase 2 of the project was a continuation of REReP project 1.3. The project built on the experience of regional projects supported under the Phare programme, the Development of Implementation Strategies for Approximation in Environment programme (DISAE), and the Technical Assistance and Information Exchange unit (TAIEX), among others, and through bilateral assistance. It was implemented in close collaboration with in-country environmental law assistance projects, European Commission delegations and the European Agency for Reconstruction (EAR) in the SEE region.
Project Phase 3 (May 2007 – August 2009)
The final phase is a component of a bigger project, REReP CARDS Task II Environmental Law Drafting in SEE. At the regional level, it focuses on the delivery of capacity-building assistance to the SEE region on EU environmental law through targeted topical workshops and study visits. This includes support for the operation of the Environmental Law Approximation Network (ELAN), including the organisation of the seventh and eighth ELAN meetings. At the national level, the task includes progress monitoring work. This activity was implemented between October 2007 and August 2008 and covered the potential candidates (Albania, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo as defined by UNSCR 1244) and the former Yugoslav Republic of Macedonia.
