Workshops
- The regional workshop on Approximation with
the EU Nature Protection Legislation in South Eastern Europe,
held on June 4-6, 2008, in Babe, Serbia, focused on the transposition
and implementation of the nature protection legislation with a major
focus on the Habitats and Birds directives. The workshop ensured a forum
for EU Member States, candidate countries and potential candidate countries
to share their successes, challenges and opportunities. Speakers from
Albania, Austria, Bosnia and Herzegovina, Federation Bosnia and Herzegovina
and the Republic of Serbia, the Former Yugoslav Republic of Macedonia,
Hungary, Serbia, Slovenia and Turkey enriched the discussions. Participants
came together to review opportunities for joint activities and cross
border and/or regional level cooperation under both directives.

Presentation of the

- The regional workshop on Approximation
with the EU Waste Legislation in South Eastern Europe, held on June
13-15, 2005 in Cetinje, Republic of Montenegro, Serbia and Montenegro,
presented the legal framework and latest developments in the implementation
of waste legislation at the EU level and explored the interlinkages
among the different waste directives. The speakers provided lessons
learned from Bulgaria, Romania and EU countries, discussed the implementation
of the waste directives in pilot projects, and furnished recommendations
to support the process of legal drafting in SEE and to cope with challenging
issues. The participants confirmed the need for a common, strategic
approach for SEE towards approximation to EU waste legislation.

Presentation

- The workshop on the Approximation of the Water
Framework Directive in South Eastern Europe took place on October
25-27, 2004, in Budapest, Hungary. It aimed at facilitating and boosting
the approximation process within the Water Framework Directive in the
SEE region. A common strategic approach was initiated for SEE countries
toward directive implementation that is aimed at ensuring joint management
of shared water resources in the region. SEE environmental law and water
experts took part in the event and benefited from the experience of
the renowned speakers.

- The regional workshop on the Approximation of IPPC
Directive in SEE Countries took place on April 15-17,2004 in Pula,
Croatia. The workshop was organised back-to-back with the ELDNSO 4 meeting
and fostered the transfer of lessons learned from EU countries and new
member states. There was also the opportunity to exchange experiences
among SEE countries on IPPC approximation. The workshop served as a
forum for intensive expert discussions and lucid communication. Renowned
international experts joined their peers from new member states to provide
a wide range of interesting practices and specific approaches to concrete
issues.

- The Regional Workshop Drafting EIA legislation
in South Eastern Europe in Compliance with EU Requirements took
place on July 10-12, 2003 at Ohrid Lake in the former Yugoslav Republic
of Macedonia. Presentations covered the legal framework of and latest
developments in environmental impact assessment (EIA) at the EU level,
provided lessons learned from Central and Eastern Europe and EU countries
with EIA, and recommendations for supporting the process of legal drafting
and coping with challenging issues. The workshop familiarised the participants
with EIA approximation efforts in SEE countries on the national level
in order to facilitate the exchange of good experiences and expertise
within the region, to ensure a forum for cooperation and to initiate
a common strategic approach towards EU EIA legal approximation. Other
international environmental assessment requirements relevant to the
Standardisation and Association Process were briefly introduced, and
the speakers provided suggestions for their synchronisation and practical
implementation with the aim of integrating the different requirements
into one EIA procedure.

- The regional workshop Strategy towards EU Environmental
Law Approximation in SEE Region took place on April 3-4, 2003 in
Dubrovnik, Croatia. Eminent speakers from the European Commission’s
DG Environment and environmental ministries in Central and Eastern Europe
and South Eastern Europe took active part in the workshop session. The
workshop became a forum for intensive exchange of experience and views
among the senior officials and legal experts, and facilitated the promotion
of a coordinated strategic regional approach to EU approximation. The
workshop has been acknowledged by beneficiaries as a cornerstone of
their approximation efforts. As testament to the high impact of this
workshop, the government of Turkey invited the REC to hold a similar
workshop, which was carried out in April 2005 in the context of EU assistance
to Turkey.
