Study Visits

The Study Visit to the European Chemicals Bureau took place on December 12-13, 2005 in Italy and was organised under the REReP CARDS project Assistance in Environmental Law Drafting in South Eastern Europe, which provides assistance in upgrading national legislation and transposing the environmental acquis communautaireon on regional and country/entity levels.

The main objectives of the study visit were to provide an overview of the requirements regarding assessment of chemicals; provide lessons learned and recommendations for a smooth approximation process; give an overview of the European Chemicals Bureau (ECB) and its structure; discuss key issues in transposing and implementing the changes in the EU legislation on chemicals and on how the ECB can support the represented countries.

Scope:

  • The functioning and structure of the Institute for Health & Consumer Protection (IHCP) and of the European Chemicals Bureau (ECB);
  • The assessment of chemicals;
  • REACH requirements for chemicals assessment;
  • The experience of new member states and accessing countries in transposition and implementation;
  • IT tools to assist countries in the implementation of chemicals legislation;
  • Identification of key problematic issues and possible solutions for tackling them.

The Study Visit on Approximation of Nature Protection Acquis took place from November 28 to December 1, 2005 in Poland and was kindly hosted by Kampinos National Park, the Department of Nature Protection of the Ministry of Environment, the Provincial Office in Warsaw, GRID Poland, the Institute of Nature Conservation (Krakow) and Kazimierski Landscape Park. It also encompassed site visits to Kampinos National Park and to Kazimierski Landscape Park.

The study visit was organised under the REReP CARDS project Assistance in Environmental Law Drafting in South Eastern Europe.

The study visit was designed to assist the SEE countries in their efforts to approximate the environmental acquis related to nature protection, with special focus on the Habitats Directive.

Representatives from Bosnia and Herzegovina, Croatia, and Serbia and Montenegro, including Kosovo (territory under interim UN administration) took part in the event.

Scope:

  • Overview of the approximation process, and challenges in transposition;
  • Institutional and financial requirements;
  • The benefits of the Habitats Directive to biodiversity and the broader environmental agenda;
  • Barriers to the successful implementation of the directive and how problems are being tackled (with case studies);
  • How the objectives of NATURA 2000 are integrated within sectoral policies;
  • Lessons learned and recommendations for a smooth approximation process.

The Study Visit on Hazardous Waste Legislation and Management took place on November 21-26, 2005 in Ireland. The visit was kindly hosted by the Environmental Protection Agency and the Department of Environment, Heritage and Local Governments, Ireland. It encompassed a one-day training on hazardous waste legislation and visits to Irish waste storage and treatment facilities.

The study visit is organised under the REReP CARDS project Assistance in Environmental Law Drafting in South Eastern Europe.

The study visit was designed to assist the process of legal drafting of hazardous waste legislation in the framework of ongoing activities in the ministries of environment of the beneficiary countries and entities. Representatives from Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, and Serbia and Montenegro, including Kosovo (territory under interim UN administration) took part in the event.

Scope:

  • Legal and institutional set-up for the management of hazardous waste;
  • Main challenges and concerns in setting up the system and in the implementation of the legislation;
  • Inter-institutional cooperation in the process of developing of new legislation;
  • Relations and collaborations with the industry and the public concerned.
  • Experience on drafting the new regulation on electronic waste.

A study visit to the National Chemical Bureau of Slovenia took place on January 24-28, 2005 in Ljubljana, Slovenia. Twelve ministry officials from Albania, the Republic of Serbia, the Republic of Montenegro, Serbia and Montenegro and the former Yugoslav Republic of Macedonia were present.

The main objective of the study visit was to deepen the knowledge of the participants from the beneficiary countries about the structure and functioning of the legal and institutional framework for chemicals regulation in Slovenia, in order to assist them in developing a comprehensive legislative system in the area of chemical legislation in line with the EU environmental acquis, sub-chapter on chemicals.
