ELAN / ELDNSO Meetings

  • Sixth ELAN meeting
    At the 6th meeting of the Environmental Law Drafting Network of Senior Officials (ELDNSO), on December 15-16, 2005 in Szentendre was launched the new name -the Environmental Law Approximation Network (ELAN), in order to mark the substantial progress made in adopting a strategic approach towards approximation and to provide an opportunity for stock-taking and future projections.

  • At the Fifth ELDNSO meeting, on June 16-17, 2005 in Cetinje, Montenegro, Serbia and Montenegro, the main discussions were focused on the development and effectiveness of the tools for regional cooperation and sharing of experience within the region, including the Matrix, the project website, the regional report in its second phase, and the further development of the network. The representatives from the Republic of Serbia, Serbia and Montenegro, and the former Yugoslav Republic of Macedonia presented success stories under the project: in-country legal assistance for the beneficiary ministries in law drafting of chemicals frameworks.

  • The Fourth Meeting of Environmental Law Drafting Network of Senior Officials (ELDNSO) took place on April 19-20, 2004 Pula, Croatia. The meeting was organised back-to-back with the regional workshop on the Approximation of IPPC Directive in SEE Countries.

    The meeting gave the opportunity to present and discuss the scope, objectives and countries’ expectations regarding the regional report to assess the progress in environmental law drafting in the SEE region -2nd phase and the Matrix of environmental law projects; present and discuss ideas and proposals for study visits and exchanges and finalize the program for regional topic oriented workshops;

    The meeting gave assistance in in-country prioritization of legal drafting needs and legal drafting assistance - procedure for drafting priority requests; prioritisation of legal drafting and development of concrete requests; discussion with each country/entity.

  • At the third meeting of ELDNSO, in Sarajevo, Bosnia and Herzegovina on July 27-29, 2003 the network members discussed the results of the first phase of the REReP 1.3 project, at regional and at country/entity level, shared their main achievements, difficulties and obstacles in project implementation, and identified lessons learned with regards to the EU approximation process, regional cooperation, and legal drafting prioritisation. The participants had consultations on the upcoming phase of REReP 1.3, presented their expectations and formulated recommendations for the future of the project.

  • At the second meeting of the ELDNSO network on December 11-13, 2002, Jahorina, Bosnia and Herzegovina, the countries/entities presented in detail the preliminary requests for technical assistance submitted to the REC. The REC provided guidance on defining priority activities and preparing requests for technical assistance with the aim of supporting the process of improving and finalising the requests.

  • At the first meeting in Celebici, Bosnia and Herzegovina on July 11-13, 2002, international experts presented lessons learned from prior and current international assistance efforts aimed at the EU environmental acquis in SEE countries, ensuring that the project will be built on existing experience. The experts introduced to participants the procedures for prioritisation of environmental legislation provided in strategic EC documents, thus facilitating the process of prioritising legislative drafting in SEE countries/entities.
