Training workshop on
LCP, Seveso II and E-PRTR in ECENA member countries
March 17-21, 2008, Bristol, UK The Environmental
Compliance and Enforcement Network for Accession (ECENA) held a training
for environmental inspectors and environmental ministry officials focused
on three modules: LCP, Seveso II and EPER/ E-PRTR. The training was held
in hotel “Hilton” in Bristol, United Kingdom on March 17-21,
2008, including four practical study visits. The organization was conducted
with a great help from the representatives of Environmental Agency of
England and Wales.
The training programme focused on countries that are
either candidates or potential candidates for EU membership, with a goal
to increase their capacities to implement the Large Combustion Plants
and Seveso II directives. The training aimed to help the counties in fulfilling
their obligations under the European Pollutant Release and Transfer Register
(E-PRTR), which will succeed the European Pollutant Emissions Register
(EPER).
The programme alternated presentations, plenary and small
working group discussions, allowing issues to be tackled related to development
and difficulties, and providing an opportunity to learn from the experience
of the European Union and its member states. Four study visits were organized,
more specifically LCP Site visit – Didcot Power Station, Oxfordshire
on 18th of March, two Seveso II sites - VOPAK Terminal, Barry Silicon
Based Manufacturing Installation in South Wales and Murco petrol store,
Westerleigh; and visit to the Environmental Agency of England and Wales
on the 20th of March;
The participants of the training programme came from
environmental enforcement agencies and inspectorates, as well as from
the environmental ministries in Albania, Bulgaria, Bosnia and Herzegovina,
Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Rumania
and Serbia, including Kosovo (as defined by UNSCR 1244) and Turkey.
