Workshops on preparing project proposals

Two workshops were organised to train local NGOs from Bosnia and Herzegovina, Croatia and the Republic of Montenegro to prepare project proposals.

Training local people in organic agriculture

A two-day workshop was organised in Hutovo Blato National Park in October of 2002 to explore environmentally friendly agricultural methods that could be practiced by Neretva Delta farmers. More than 40 people participated, including representatives of Ministries of Environment and Ministries of Agriculture from Cantons; NGOs; local farmers; educational institutions; small businesses; and other stakeholders. A personal computer was awarded to the NGO with the most successful project funded through the previous years small grants programme in Bosnia and Herzegovina.

Workshop on the sustainable use of natural resources, Hutovo Blato Nature Park, March 15, 2005

A cross-border workshop on legislation and sustainable use of natural resources was organised in Hutovo Blato Nature Park, Bosnia and Herzegovina for the benefit of local stakeholders. More than 60 participants representing all the relevant sectors attended the workshop, including ministry officials, local authorities, business people, NGOs and international organisations. The event involved a group of stakeholders that had never been involved in project activities — the hunting community of the Neretva Delta. This group generally opposes the establishment of a nature park on the Croatian side of the delta. Participants discussed the problems of hunting, which led to one of most important achievements: the local hunting association from Bosnia and Herzegovina agreed to prepare an action plan for hunting, with detailed descriptions of where, when and what to hunt and how hunting grounds should be maintained. The plan will be developed in cooperation with the Hutovo Blato Nature Park Authority, and will be submitted to the Cantonal Ministry of Civil Engineering, Physical Planning and Environment for further discussion.

Public participation workshop, Metkovic, Croatia, 16-17 April 2005

Representatives of NGOs, the media and local authorities from both sides of the Neretva Delta discussed issues of public participation and access to information at a workshop held in Metkovic, Croatia April 16-17, 2005. The event was organised by the REC country offices in Croatia and Bosnia and Herzegovina with the main objective of raising awareness of the principles of the Aarhus Convention. A similar workshop is planned on the Bosnian side of Neretva Delta in 2006.

Training on sustainable agriculture development, 2005

Concrete ways to apply the principles of sustainable development in agriculture were discussed at an October workshop in Metkovic attended by local farmers, agronomists, representatives of regional and national authorities, NGOs and other stakeholders. As a direct continuation of previous workshops organised in both countries in 2004, the event aimed at broadening and strengthening the network of stakeholders involved in agriculture development. The two main topics of the workshop were production of grafted vegetables for greenhouses and hydroponics production and organic olive production.

Study tour of local stakeholders to Lonjsko Polje Nature Park, June 24-26, 2005

Representatives of the Hutovo Blato Nature Park, local NGOs, the Cantonal Ministry of Environmental Protection and Urban Planning in Mostar, and local authorities from both sides of the border participated in a study trip to the Lonjsko Polje Nature Park and Rasmar site in Croatia. The trip was organised on the occasion of the European Day of Stork Villages, and was intended to enable the exchange of experiences and practical knowledge concerning the development of local eco-tourism initiatives. The roundtable organised during the visit provided a good opportunity to discuss problems encountered in the preservation of protected areas and future cooperation between two Ramsar sites — Neretva Delta and Lonjsko Polje.

Volunteers in the Park (ViP) — learning from experiences of the Abruzzo, Lazio and Molise National Park, Italy

From September 18-30, nature conservation activists nominated by Hutovo Blato Nature Park in Bosnia and Herzegovina visited the Abruzzo, Lazio and Molise National Park, Italy for a first-hand experience in the development of successful programmes involving local communities and international volunteers in nature conservation efforts. The two-week training visit was organised as part of a project launched by the REC and the Italian NGO L’Umana Dimora Onlus, and supported by the Italian Ministry of Environment and Territory. During 2006 the project will provide further opportunities for local communities and park staff from Serbia and Montenegro, Bosnia-Herzegovina, Croatia and Turkey to participate in similar trainings and learn from the Italian park about Volunteers in the Park (ViP) programmes.

Environmental impact assessment (EIA) workshop

Local stakeholders from Neretva Delta in Bosnia and Herzegovina discussed several aspects of environmental impact assessment (EIA) in the framework of a workshop on November 30, 2005. General concepts of EIA were introduced along with specific requirements of international law and national legislation in Bosnia and Herzegovina. Presentations provided a detailed overview of the EIA process in Bosnia and Herzegovina, as stipulated in the national law on environment, and participants from Croatia explained how EIA procedures are incorporated in their national law on environmental protection. The workshop concluded with a debate on environmental aspects of the international 5C Transport Corridor — a highway that will follow the Neretva River from Mostar to the port of Ploce, passing through two planned national parks in Bosnia and Herzegovina. The workshop was organised and facilitated by the REC Country Office Bosnia and Herzegovina, the Federal Directorate of Roads and the Fondeko NGO.
