The third BERCEN exchange
programme, funded by the Programme for Community Assistance for Reconstruction,
Development and Stabilisation (CARDS), took place between October 19-22,
2004 in Prague with cooperation from the Ministry
of Environment of the Czech Republic and the Czech Inspectorate. The
exchange programme focused on the impact of integrated pollution prevention
and control (IPPC) and best available techniques (BAT) on the competitiveness
of industries.
The programme also included extensive site visits to
three companies, Monroe Czechia, Plzensky
Prazdroj and SECO, and discussions concerning IPPC permit conditions
with the relevant inspectors. BERCEN network representatives presented
their experiences from participating in IMPEL
projects. Please see the

Participants included environmental inspectors from BERCEN member and
observer countries, 13 employees of environmental ministries, and three
industry representatives, as well as experts from the Czech
Republic, Denmark, Finland
and Sweden. These experts
gathered to exchange experiences and establish informal networks. Please
