plenary meeting of the Balkan Environmental Regulatory Compliance and Enforcement
Network The Balkan Environmental Regulatory Compliance and Enforcement Network (BERCEN) held its second plenary meeting in Ohrid, FYR Macedonia, on September 15-16, 2003. The BERCEN National Network Coordinators and Deputy Network Coordinators, the representative of the European Commission, and the representatives of the Regional Environmental Center for Central and Eastern Europe took part in the event (See List of Participants). The plenary meeting was co-chaired by the representative of the DG Environment/, and the BERCEN Secretariat. The following documents were discussed during the plenary meeting based on the adopted agenda:
The plenary meeting agreed on the proposed amendments of the BERCEN Terms of Reference. (See amended Terms of Reference.) The plenary meeting agreed on the network’s work plan for 2003-2006 supported by the European Union assistance programme CARDS. The dates of the work plan are presented in the meeting report. The plenary meeting was briefed on the recent developments of IMPEL. In addition, the member and observer countries of BERCEN made the following country presentations on key achivements, issues and upcoming in-country training programmes:
