Second exchange programme
(April 8-12, 2003, in Veliko Tarnovo, Bulgaria)

 

 

The second BERCEN exchange programme, funded by the Ministry of Foreign Affairs of Norway, was carried out on April 8-12, 2003, in Veliko Tarnovo, Bulgaria in cooperation with the Ministry of Environment and Water of Bulgaria. The exchange program focused on minimum criteria for environmental inspections recommended by the European Parliament and the Council (2001/331/EC). The program focused on the experiences with an application of minimum criteria for environmental inspections (MCEI), inspection planning, operator self-monitoring, on-site visits, reporting, Seveso II Directive, investigations of accidents, and rehabilitation of areas polluted by accidents and prevention of accidents. Twenty-seven environmental inspectors from BERCEN member and observer countries and the Bulgarian environmental inspectors participated as well as the experts from Austria, Belgium, Finland, France, Sweden and the Netherlands to exchange experience and network informally.
