The Secretariat supports
the respective enforcement agencies in setting up priorities and in developing
project proposals. The pipeline of project proposals is considered a product
of BERCEN. It will contribute to further capacity building in environmental
enforcement and compliance. The Secretariat implements this task in cooperation
with leading consultants who carry out consultations with various stakeholders,
collect information on the current assistance programmes and develop,
together with the enforcement agencies, project proposals in the PHARE
format. The project proposals will target specific national and regional
problems considered as a priority by the BERCEN member countries.
