The Secretariat, together with the REC country offices, organises the procurement of small equipment and other supplies for the enforcement agencies and inspectorates in BERCEN member countries. The network coordinators propose a concept paper which identifies the type of the equipment, how the equipment will increase the capacity of the respective enforcement agency and whether the enforcement agency or the Ministry of Environment have the necessary budget for equipment maintenance and running costs. The concept papers are linked to the Assessment of Environmental Enforcement Agencies in the Stability and Association Process Countries, and based on the criteria paper (PDF file) that identifies the concept of the purchase of supplies.
