  Balkan Environmental Regulatory Compliance and Enforcement Network
Procurement of Small Supplies

 

The Secretariat, together with the REC country offices, organises the procurement of small equipment and other supplies for the enforcement agencies and inspectorates in BERCEN member countries. The network coordinators propose a concept paper which identifies the type of the equipment, how the equipment will increase the capacity of the respective enforcement agency and whether the enforcement agency or the Ministry of Environment have the necessary budget for equipment maintenance and running costs. The concept papers are linked to the Assessment of Environmental Enforcement Agencies in the Stability and Association Process Countries, and based on the criteria paper (PDF file) that identifies the concept of the purchase of supplies. The EC external aid contract procedure is used for the procurement.

The following supplies and vehicles have been procured to date:
 

Albania
The environmental inspectors at the Ministry of Environment have received two high capacity digital photocopy machines, 38 personal computers and sixteen laser jet printers.

The contract has been awarded to Computer & Copier Systems for an amount of EUR 49,750 and 20 cents.
 

Bosnia and Herzegovina
The environmental inspectors at the Ministry for Physical Planning and Environment of the Federation of Bosnia and Herzegovina and the Ministry of Urbanism, Housing-Communal Services, Civil Engineering and Ecology of the Republic of Srpska have received two sets of equipment for water pollution checking, two sets of equipment for air pollutants checking, 18 sets of equipment for conservation of samples, two alarm dosimeters for ionized radiation for measuring of absorbed and emoted doses, and two portable detectors for beta and gamma ionized radiation.

The contract has been awarded to Dvokut pro d.o.o. for an amount of EUR 30,512.

Additionally, the Federation of Bosnia and Herzegovina and the Republic of Srpska have both received a passenger car for environmental inspections.

The contract has been awarded to Neuron Komerc d.o.o. for an amount of EUR 13,774.
 

Bulgaria
The Regional Environmental Inspectorate of Blagoevgrad has received one switch (a device that connects computers into a network) and a personal computer.

The Regional Environmental Inspectorate of Montana has received two switches and personal computers. A local area network (LAN) will be developed in the near future.

The Regional Environmental Inspectorate of Pazardjik has received a switch and a personal computer. A local area network (LAN) will be developed in the near future.

The contract has been awarded to Express Consult Sofia Ltd. for an amount of EUR 12,979.
 

Croatia

The environmental inspectors at the Ministry of Environment and Physical Planning have received 5 notebooks, 5 expansion stations, 3 printers and 3 digital cameras.

The contract has been awarded to Kodeks d.o.o. for an amount of EUR 14,350.

Additionally, the environmental inspectors have received two passenger cars for environmental inspections.

The contract has been awarded to Autowill d.o.o. for an amount of EUR 23,300.
 

FYR Macedonia

The environmental inspectors at the Ministry of Environment and Physical Planning have received 5 desktop PCs, 1 notebook PC, 5 laserjet printers, 3 photo cameras and 1 digital camera.

The contract has been awarded to EuroComputer Systems A.D.for an amount of EUR 14,045.

The environmental inspectors at the Ministry of Environment and Physical Planning have received two passenger cars for environmental inspections.

The contract has been awarded to Evro Kar d.o.o. Bitola for an amount of EUR 16,960.
 

Romania
The Environmental Protection Inspectorate in Oradea has received one gas analyser with nitric-oxide and nitrogen-dioxide sensors, and another with nitric-oxide and sulphur-dioxide sensors and an integrated gas dryer. The Inspectorate also received various relevant accessories.

The contract has been awarded to SC ROM TECH SRL for an amount of EUR 13,781.
 

Serbia and Montenegro
The environmental inspectors at the Ministry for Protection of Natural Resources and Environment of the Republic of Serbia have received eight personal computers and laser printers.

The environmental inspectors at the Ministry of Environment and Physical Planning of the Republic of Montenegro have received a personal computer and a laser printer.

The contract has been awarded to INFORMATIKA a.d. for an amount of EUR 14,310.

Additionally, Serbia and Montenegro have both received a passenger car for environmental inspections.

The contract has been awarded to AUTOKOMERC d.o.o. for an amount of EUR 17,950.
