Set-up meeting on December 3 and 4, 2001 in Tirana, Albania
The First Set-up Meeting of High Officials from the Ministries of Environment of South Eastern Europe (SEE) to discuss the establishment of BERCEN took place on December 3 and 4, 2001 in Tirana, Albania. In the Joint Statement (PDF file) the countries agreed to establish BERCEN and adopted its Terms of Reference (PDF file). Please see the photo gallery of the meeting.

Plenary meetings
The plenary meeting is the forum for strategic discussions and decision-making on issues related to the objectives and activities of BERCEN, needs assessments and reporting. The meetings are co-chaired by the European Commission and a SEE country hosting the plenary meeting. The meetings should take place at least once a year.

The first plenary meeting took place in Budapest, Hungary, on September 9, 2002.

The second plenary meeting took place in Ohrid, FYR Macedonia, on September 15-16, 2003.

The Third Plenary Meeting took place in Brussels, Belgium on December 16-17, 2004.

The Extraordinary Plenary Meeting took place in Sofia, Bulgaria on March, 18, 2005.
